Why would a party buy a property for 4 times it's assessed value?

I first heard about this sale last week. It seems strange to me that a Chinese company would pay four times the assessed value for this property. What's that all about, I wonder. No one seems to know, but apparently Sununu may have been involved. Glad that nasty pos is out of office.

The buyer, Nongfu Spring, is China's biggest packaged water supplier.
