I can't imagine buying that house... well not without a very, very clear understanding of what caused the water damage and assurances that it wouldn't reoccur. That basement makes me nervous. What the article described seems to me to be prima facie evidence of monopolistic behavior. the fact that a business is providing a useful service is not a defense against charges of restricting competition. The AT&T break-up is a ready example of this. Big Al

I hope your friend's water jug is plastic and not glass. We had a glass one and it shattered completely when we gave it a slight push to move it. Shards of glass and hundreds of pennies to clean up.
