Pope Leo votes by mail

Pope Leo XIV, a registered voter in Illinois, has voted in next week’s midterm elections after he requested a mail ballot at his residence in Vatican City.
“Pope Leo XIV has exercised his right to vote as a United States citizen, whenever he was eligible to do so,” the Vatican press office said Friday in a statement.
“The Holy Father expresses his belief in the right and the duty of citizens to participate in democratic processes,” it added.

Can a head of state of a foreign nation vote in a US election. Interesting question. Complicated answer.

The authority in this matter would seem to be the Church.
Ok. Fine by me.
This reminds me of "dual citizenship".
Loyalty to one nation and its constitution and loyalty to a second nation and its constitution simultaneously.
That's what duel citizenship is when you break it down, no?
It's clearly legal under international law being a circumstance as common as dirt.
It seems sonewhat incoherent to me.
