Systematic evaluation of budgets isn't necessarily a bad thing.
OTOH, any bets as to whether cuts that are made a) will be for financially justifiable reasons, b) are purely punitive, or c) will be used as a future cudgel?
I'm in the 99% camp that they will be either b) or c)

They've been used as a cudgel for decades. But it's clearly worth looking at if it comprises 30% of what is being spent.
Nothing that is done to get spending down is going to be painless.

In the spirit of "If you aren't with us, you are against us", I'm betting the Republican punitive/transactional form of government has decided that anyone not in the Fox News world is the enemy.
Expected targeted attacks on:
Blue States
Blue Cities (No INS raid at Mar a Lago, or anywhere else in Red states?)
Academia
the "wrong" denominations
Scientists
Career government workers that won't bow to the Republican idealsProbably many more...

This isn't about wasteful spending. This is about cutting the legs out from under your opposition. They're totally up front about what they're doing.
From the administration:
“This is not a blanket pause on federal assistance and grant programs from the Trump administration,” Press Secretary Karoline Leavitt said in her first White House briefing.
Leavitt said the pause was directed more at Democratic priorities rather than making across-the-board cuts, and she said all agencies could make a case to the administration to keep their funding.
“If they feel that programs are necessary and in line with the president’s agenda, then the Office of Management and Budget will review those policies,” said Leavitt.
Well, as so many in the GOP say about stuff like this, at least it's getting people talking about the issue.

Governor Pritzker of IL just made some pretty scathing comments. I'll post the video and/or text of the press conference when it becomes available.
He made reference to this:
A wide range of organizations and agencies that depend on federal health department funds say they have been locked out of the online system responsible for tracking and depositing their money, in the wake of the White House's move to freeze funding across the Trump administration.
These include state Medicaid programs which have been unable to log into the Payment Management Services web portal, or PMS, run by the Department of Health and Human Services, which handles billions of dollars of payments every year.
The website currently warns that due "to Executive Orders regarding potentially unallowable grant payments, PMS is taking additional measures to process payments. Reviews of applicable programs and payments will result in delays and/or rejections of payments."

This is good of course (temporary though it is), but all the stupid sh*t the repubs are doing is such a waste of time and money. And yes it's just aiming to sow chaos, but the problem is, it's working.
I feel very, very afraid for the future of this country (near term and longer).

@Steve-Miller Pritzker, our lieutenant governor, and our state attorney general walked through some of those impacts. Worth watching. Much better than the White House press secretary, who is slick and cute, but a bit short on facts. When asked about undocumented people with no criminal records being swept up in the raids, she enthusiastically stated thar all undocumented immigrants are criminals because they broke our laws. She missed the part in civics class that made a distinction between criminal and civil offenses.
