I don't know how fast they can implement it but it's worth a try. Mine expires next April and I'm going to renew it now, and pay for an expedited process.

If you do it online, you can renew as early as "one year" before your current passport expires.
Don't know if the rules are different if you renew other ways.

I was just about to post the site Ax posted. I'm going to get a photo made tomorrow and submit the application online by end of day.

I don't know if I can get my renewal application in as fast as you, but I'll do my best.
Just fyi, I was talking to a colleague just now, and she said her renewal got delayed because her initial photo was rejected, her rec was to do the photo at the post office (which is what I did the last time I renewed).

The State Department revealed the plans on Tuesday, saying that the new passports would be made available in commemoration of the country’s 250th anniversary this summer. A “limited number of specially designed” passports will be released, according to Tommy Piggott, a spokesman for the State Department. They will be available for any American citizen who applies for one at the Washington Passport Agency when the rollout happens and will continue for as long as inventory lasts, the department said.
So, to me, that suggests that those of us applying in May from random post offices around the country should not be getting this "special" passport. Right? Right???
I hope that's true....
Still more reason to get the renew app in asap.

Asit aside, I just renewed my passport about a month and a half ago and I was pleased that the online renewal process now seemed to work pretty well. I did not request the expedited process and it’s still only took about five weeks.
The only hard part was taking a qualifying photo. For some reason, my camera made it look like I’m an old man..

I had to try three times with the photos I took - the background needs to be white, with no detail, and our walls have a texture to them, so the lines showed up. Then I took one at the gallery where we have a pull down screen, but forgot to take my glasses off. (You can’t wear glasses) - third time, in front of the screen went through. Luckily I did it online - which was super easy. And fast! A couple weeks, maybe - passport came first, then a few days later the passport card.
