Texas busing of migrants

Texas Gov. Greg Abbott vows to keep busing migrants north. One problem: Not enough migrants.
Fewer buses from Texas have been arriving in blue cities since the start of the year because of a steep drop in the number of migrants apprehended at the border.

So have they stopped trying to cross the border?
Or are they all being apprehended?

I know Chicago was trying to come up with plans should there be a surprise influx during the Democratic convention next week...
