There's an official organization in Scotland that does this. I knew a Scottish "lord" from Switzerland for seven years in the online watch world (we called it that). This was during the earliest days of posting boards. He destroyed a watch with historical value to commission a very complicated watch. Many were not amused. He styled himself Lord X instead of Name, Earl of X, a clear violation of the organization's rules. He bought a small island and decrepit castle along with his title. This is a real, actually official practice (it can be), not a hoax.
