I understand it's jointly run by the federal government and the states but this seems penny wise and pound foolish.

I'm glad I was in born back in the last century because the world seems to be headed in a dystopian direction. There's a line in a Madonna song (the best selling female artist of all time-- don't knock it)-- 'Its a cruel injustice to be witness to the things I see." I've witnessed a lot of events (we all have) I could have lived without and wish I could reasonably say I don't things will get worse. I know these aren't the prosperous times of the mid-century but watching this country's downhill slide and thinking about events that might come here and abroad requires more fortitude than I ever imagined.
